The General Services Administration has authorized the use of this

This commercial item description covers dry jute fiber rope used for packing cast iron water pipes when joints are sealed with lead.
Salient characteristics:
Shall be made of jute, new, reclaimed or mixture of both
Shall be in accordance with the requirements of ASTM D 681
Shall be thoroughly carded
Shall be in rope form consisting of seven to ten strands having a twist from one to two turns per foot
Rope shall be from 1-1/2 to 2-1/2 inches in diameter
Shall contain from 2-1/2 to 5-1/2 feet of rope per pound
Shall contain not more than 8 percent by weight of oil when tested in accordance with Section 15 of ASTM D 681
The issue of ASTM D 681 in effect on the date of solicitation shall be used to determine compliance with this requirement
Workmanship. The jute packing shall have no defects which may affect its use or serviceability.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices, and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
